I had similar problems with 8.1 Pro clients when connecting to PPTP and IPSec Windows server hosted VPNs, and it may not be your issue, but I had to turn off the Automatic negotiation (assuming you're using the Windows VPN client) and specify the type, encryption, etc. matching what I was accepting on the Windows server side.
